Self-sufficiency, and its short-term form, readiness, depends on shared resources failing, at least from time-to-time. If the water fails occasionally, people will keep full barrels. In a well-functioning modern economy no one will be self-sufficient and the more advanced it is the more interdependent and the less independent the population will be.

For readiness, it would make sense to have real life fire drills — planned interruption of services.
